OGDEN, Utah (AP) -- A paralyzed Ogden veteran says he doesn't owe the city $708 for water used between December and February because he didn't live in the home.

Ogden says Don Ekstrom used 310,800 gallons of water -- 232,600 gallons in January and an estimated 78,200 for February.

Water utility manager Craig Frisbee says the calculations are correct and that the water meter has been tested several times. Possible explanations for a spike in water use could include a running toilet or an undetected leak.

Ekstrom, a quadriplegic, says he bought the east Ogden home in November. He says he didn't move in until March because he spent some time at a New Mexico rehabilitative hospital.

He says the city plans to shut off the water this week if he doesn't pay the bill.
