While the investigation is moving forward into the Silver Eagle Refinery fire in Woods Cross, some are asking why homes were allowed to be built so close to the refinery.

Woods Cross City Administrator Gary Uresk says when plans were brought forward to build homes just east of the refinery, they had their own safety concerns.

"We requested that some studies be done. Professional studies were brought to the city, which were thoroughly reviewed by the city. And the conclusion was made that it was appropriate to put homes there," he said.

Part of the deal allowing homes there was a small retaining wall, which acts as some protection. But Uresk says he understands the concerns. He also says the city had to balance the issues of safety with the rights of the property owner. The studies showed the homes could be built and could be safe.
