HUNTSVILLE, Weber County — A motorcyclist who police say was recorded going 138 mph in Trapper's Loop in May has been arrested.

Richard Robert Goulet, 42, was booked into the Weber County Jail Tuesday for investigation of failing to stop at the command of police and not having a license plate. The Utah Highway Patrol says additional potential charges may be screened with the Weber County Attorney's Office.

On May 21, UHP troopers were doing speed enforcement on state Route 167 — Trapper's Loop — when they attempted to pull over a motorcyclist for speeding. According to a police booking affidavit, "two motorcycles were leaving Old Farm Market" and one began to speed.

"The motorcycle was traveling in excess of 100 mph at the time of the stop. The motorcycle increased its speed and fled from troopers. The rider made a U-turn and began traveling south toward the mouth of the canyon. The rider again accelerated, weaving around cars, traveling in the oncoming lanes, even as vehicles were approaching, to illegally pass other motorists," the UHP said Wednesday.

As Goulet passed a trooper with his patrol car's emergency lights on, Goulet made an obscene gesture to the trooper and kept going, the affidavit states.

The Utah Department of Public Safety helicopter followed the motorcyclist and "captured the motorcycle's speed at 138 mph" while recording video of the fleeing man.

Goulet continued onto I-84 and then I-15 in Davis County, police said.

"The helicopter followed the motorcycle as it continued traveling over 100 mph, weaving in and out of traffic and splitting cars," according to the UHP.

Goulet continued toward Tooele on state Route 201 before the helicopter lost sight of him, police said.

Using the State Bureau of Investigation, troopers were able to identify the rider as Goulet and arrested him Tuesday night.
