CEDAR CITY, Utah (AP) -- A Cedar City man who used an electric dog collar to discipline his sons has pleaded no contest to misdemeanor child abuse charges.
Scott D. Dover admitted to the crimes in 5th District Court Monday. By cutting a deal with prosecutors, Dover avoided two felony charges that could have sent him to prison.
Judge John J. Walton suspended two years of jail time for Dover, but ordered him to serve 18 months of probation, attend parenting classes, therapy and pay fines.
Dover was charged in March 2006 for using a dog collar as a disciplinary tool on his sons, then ages 5 and 6. Police arrested Dover after the Utah Department of Child and Family services investigated an abuse complaint.
