CALGARY, Alberta (AP) — TransCanada Corporation has submitted a new application to the U.S. Department of State for approval of the Keystone XL pipeline. The project would move oil 1,180 miles from Alberta to Steele City, Nebraska, where it would connect with other lines for refineries along the U.S. Gulf Coast. The application comes after President Donald Trump signed an order earlier this week to expedite the project.

WASHINGTON (AP) — President Donald Trump may soon reverse President Barack Obama's efforts to close the military detention center at Guantanamo Bay. A draft order spells out a tougher line in the fight against terror and rethinks how the U.S. should detain, monitor and prosecute terrorist suspects. The order also would reopen the idea of establishing CIA detention facilities.

WASHINGTON (AP) — White House chief of staff Reince Priebus (ryns PREE'-bus) says the Trump administration has "a buffet of options" to pay for construction of a border wall. Earlier in the day, Press Secretary Sean Spicer said Trump wants to slap a 20 percent tax on all imports from Mexico, but later said that is just one of several options on the table.

LITTLE ROCK, Ark. (AP) — Arkansas Gov. Asa Hutchinson has signed into law a ban on a common second-trimester abortion procedure. The Republican governor signed a measure prohibiting the procedure known as dilation and evacuation. Abortion-rights supporters contend it's the safest and most common procedure used in second-trimester abortions. The ban is expected to be challenged in court.

CAMBRIDGE, Mass. (AP) — Octavia Spencer has been named Woman of the Year by Harvard University's Hasty Pudding Theatricals. The Academy Award-winning actress was honored today with a parade through the streets of Cambridge, Massachusetts, followed by a roast and the presentation of her pudding pot. Spencer won an Academy Award for Best Supporting Actress for her portrayal of Minny Jackson in 2011's "The Help." She was nominated Tuesday in the same category for her role in "Hidden Figures," a film about the behind-the-scenes contributions of several black women in the early years of the NASA program.
