FORT CAMPBELL, KY (AP) — Defense Secretary Ash Carter is laying out broad plans to defeat Islamic State militants and retake the group's key power centers in Iraq and Syria. And he's announced that a special commando force has now arrived in Iraq. Speaking to troops from the 101st Airborne Division in Kentucky who will soon deploy to Iraq, Carter also said he would meet in Paris next week with his defense counterparts, mainly from Europe, and will challenge them to do more to fight the Islamic State.
CORALVILLE, Iowa (AP) — Jeb Bush says he misjudged the intensity of anger among Republican voters before his White House campaign. He says the country in 2016 is "dramatically different" than in past elections. But in an interview with The Associated Press, the former Florida governor insists he's still a viable candidate. And he says he's broadened his mission in 2016 to include defending conservativism from GOP front-runner Donald Trump.

Guards found the 40-year-old Phillips unresponsive in his cell shortly after midnight. He had been in segregation since April 2013 after he was suspected of killing his cellmate. Phillips played for the St. Louis Rams before being released in 1997. He also played for the Miami Dolphins and San Francisco 49ers. He was convicted of choking his girlfriend and driving his car into three teens in 2005.

Authorities say Jeffrey and Cynthia Mather were killed, along with their 8- and 12-year-old daughters. Neighbors say Monday night's explosion shook homes throughout their development.
DUNKIRK, N.Y. (AP) — A fast-moving storm and lake-effect snow have led to school closings and travel troubles in the Northeast. The latest round of lake-effect storms dumped up to 18 inches near Lake Erie's eastern shore. Blowing snow closed a nearly 60-mile stretch of the westbound lanes of the New York Thruway south of Buffalo today. Meanwhile, scores of business and government closings and delays were in effect across northern New England after the fast-moving system dumped more than a foot of snow.
