DALLAS (AP) — A Texas teenager who'd received probation for a drunken wreck that killed four people has reportedly been detained in Mexico. Ethan Couch disappeared with his mother after video surfaced suggesting he may have consumed alcohol, which would violate the terms of his probation. At trial, the defense argued Couch suffered from what they called "affluenza" because he'd been coddled by his wealthy parents.

CLEVELAND (AP) — Cleveland's mayor says the city and police department will proceed with an administrative review. It could result in discipline against the two officers involved in the fatal shooting of a 12-year-old boy with a pellet gun. A grand jury has declined to indict the officers in the Nov. 2014 death of Tamir Rice.

ALBUQUERQUE, N.M. (AP) — New Mexico Gov. Susana Martinez has issued an executive order to maintain a steady supply of propane as winter weather continues in her state. The order suspends regulations limiting the number of hours propane suppliers are allowed to drive. The National Weather Service says some cities in southeastern New Mexico likely broke one-day snowfall records this past weekend.

UNDATED (AP) — More than 2,800 flights headed into, out of, or across the U.S. have been canceled and about 4,800 have been delayed. A large storm system moving through the Midwest is to blame. Flight-tracking service FlightAware showed that of the 2,855 cancellations, more than 1,600 were at Chicago's two main airports.

LOS ANGELES (AP) — The rock band Motorhead is mourning the loss of its frontman, Ian "Lemmy" Kilmister, who died in Los Angeles Monday, four days after turning 70, and two days after finding out he had cancer. The band announced Kilmister's death on its Facebook page, describing him and "our mighty, noble friend" and urging fans to "play Lemmy's music LOUD."
