Ex cop convicted in nude teen photos case now faces federal charges

SALT LAKE CITY — A former Tremonton police officer convicted in state court of spying on and taking nude photos of a teenage girl now faces federal charges related to the same incidents.

A federal grand jury returned a three-count indictment charging Jeremy Rose, 38, with production of child pornography, possession of child pornography, and coercion and enticement. He faces up to 30 years in prison if convicted.

Authorities arrested Rose on Thursday and he made a first appearance in U.S. District Court. The judge imposed supervised release and electronic monitoring pending trial.

Federal prosecutors in Utah had to get special permission from the U.S. Department of Justice to go after Rose. Because the state case left substantial federal interests unvindicated, Utah prosecutors received authorization to prosecute him, according to the U.S. Attorney's Office.

"This is not a decision we made lightly. However, given the serious nature of the alleged crime, we presented the case to a grand jury this week and will proceed with a federal prosecution of Mr. Rose," said U.S. Attorney for Utah John Huber.

Rose, who used to investigate sex abuse crimes, pleaded guilty in September 2014 to sexual exploitation of a minor, voyeurism, communications fraud, dealing in harmful materials to a minor, and stalking.

A state judge ordered him to serve 270 days in jail and 36 months of probation, register as a sex offender and stay away from the victim for the rest of his life.

In the state case, Rose was accused of setting up fake email accounts from a nude modeling agency and then encouraging a 15-year-old neighbor girl to send in photos of herself. Prosecutors say Rose took thousands of voyeuristic pictures of the teenager, set up a hidden camera in her bedroom and put spy equipment on her cellphone so he could monitor her emails and texts and track her location.

When the teen told the fake agency that she no longer wanted to send photos of herself, Rose, acting as the agency spokesman, threatened her with breach of contract.

The alleged crimes happened in Box Elder County between February 2012 and June 2013. Rose resigned from the police department in July 2014 after 12 years on the force.
