SACRAMENTO, Calif. (AP) — The rate of drug overdose deaths in California prisons climbed between 2006 and 2013, the most recent year available, according to an annual death review for the federal court-appointed receiver who controls prison medical care. The rate per 100,000 inmates is nearly triple the national average for state prisons.
