SALT LAKE CITY (AP) — A federal appeals court says a Utah Department of Transportation rule that requires groups to purchase a $1 million insurance policy before marching or protesting on state roadways is unconstitutional. The ruling says the policy violates rights of free speech. The Utah assistant attorney general says the state is deciding whether they will appeal.

SALT LAKE CITY (AP) — Police say they've arrested a man suspected of shooting at a Utah state trooper last week. The Utah Highway Patrol say that 25-year-old Damien Williams was arrested after a police chase that ended with his car crashing into three other vehicles. No one was hurt in the crash, and police took all four people in the car into custody. Authorities say Williams' three friends cooperated with police, telling them he bragged about shooting at the officer.

SALT LAKE CITY (AP) — A judge is summoning back to court a former Utah TV pitchman accused of kicking an owl in flight while riding his motorized paraglider. Authorities say in court documents that 45-year-old Super Dell Schanze (SHAHN'-zee) hasn't shown that he has no guns, a condition of his release. Schanze pleaded not guilty to charges involving harassing wildlife and pursuing a migratory bird.

LAS VEGAS (AP) — A.J. Hess hit three 3-pointers and finished with 21 points to lead Southern Utah past South Carolina State 66-56 yesterday in the Las Vegas Classic. Southern Utah won its third game of the season to best last year's record of 2-27. James McGee and Tyler Rawson had 12 points apiece for Southern Utah (3-7).
