CHEYENNE, Wyo. (AP) — The American Civil Liberties Union has written a letter encouraging the Goshen County School District 1 Board of Trustees to change policies regarding public comments by its board members.

The ACLU says the board's policies chill constitutional free speech rights of its board members.

The board recently censured one of its members who criticized a student drug testing program in the local media.

The ACLU says the board's action silences dissent that is necessary for open debate and sends the wrong message to students and teachers that there's no room for disagreement.

School board Chairman Charlie Harshberger declined immediate comment because he had not yet seen the letter.
