The White House says President Barack Obama called al-Abadi to congratulate him.

WASHINGTON (AP) — U.S. officials say President Barack Obama will broaden the counter-terror mission he previously approved for taking on the Islamic State group. They say he will make this policy a key element of a speech he's to deliver to the country on Wednesday. But these officials also say that Obama will stand by his refusal to commit U.S. troops to a ground war against the insurgency.

A video released by TMZ Sports shows Rice and Janay Palmer -- who was then his fiancee, and is now his wife -- in an elevator. Each hits the other before Rice knocks Palmer off her feet and into a railing. A video released months ago showed him dragging Palmer from the elevator.
