MANILA, Philippines (AP) — The Philippine defense chief says Syrian rebels already holding dozens of Fijian troops have attacked Filipino peacekeepers in the Golan Heights. Defense Secretary Voltaire Gazmin says Filipino troops manning one U.N. encampment have been "extricated," while another encampment is "under attack."

KIEV, Ukraine (AP) — Ukrainian forces say rebels in the east have brought down a fighter jet during combat. Ukraine says it was a missile from a Russian launcher but did not give more detail. Kiev says the pilot ejected and is uninjured. NATO estimates that at least 1,000 Russian soldiers are in Ukraine along with equipment.

BRUSSELS (AP) — European Union are getting ready to name a new foreign policy chief. The heads of state and government are widely expected to nominate Italy's Foreign Minister Federica Mogherini to the prestigious position during today's summit in Brussels.

AUSTIN, Texas (AP) — Texas abortion clinics have won a battle against one of the most disputed measures of a sweeping anti-abortion bill signed by Republican Gov. Rick Perry in 2013. A federal judge says efforts to hold abortion clinics to hospital-level operating standards are unconstitutionally restrictive. The ruling saves about a dozen clinics for now but Texas plans to appeal.
