WASHINGTON (AP) — President Barack Obama is suggesting that the U.S. might impose new economic sanctions on Russia, blaming it squarely for the fighting between Kiev and rebels in eastern Ukraine. But he's ruling out any military options. Speaking at the White House today, Obama said "The separatists are trained by Russia, they are armed by Russia, they are funded by Russia."

BEIRUT (AP) — The slayings of more than 160 Syrian government troops seized in recent fighting is the latest massacre attributed to the Islamic State extremist group. Meanwhile, President Barack Obama is tamping down the prospect of imminent U.S. military action in Syria, saying "we don't have a strategy yet" for degrading the violent militant group.

SACRAMENTO, Calif. (AP) — California is about to become the first state to define when "yes means yes" while investigating sexual assaults on college campuses. The state Senate unanimously passed a bill today to do just that. It now goes to the governor. Under the bill, consent requires "an affirmative, unambiguous and conscious decision" by each party to engage in sexual activity.

NEW YORK (AP) — The NFL will now impose tougher penalties for players accused of domestic violence. They will include six weeks for a first offense and at least a year for a second. Commissioner Roger Goodell announced the changes today. In doing so, he acknowledged that he "didn't get it right" with a two-game suspension for Baltimore Ravens running back Ray Rice.

NEW YORK (AP) — Joan Rivers is in a New York City hospital tonight. Police and hospital officials say she was rushed to The Mount Sinai Hospital from a doctor's office this morning after she went into cardiac arrest. It's unclear why the 81-year-old comedian was visiting the doctor's office. Her condition isn't known.
