COEUR D'ALENE, Idaho (AP) — A Kootenai County commissioner is filing a legal challenge to the county's plan to lease a new jail. The Coeur d'Alene Press reports that County Commissioner Jai Nelson says the lease circumvents voters, who rejected jail bonds three times in the last 10 years. The Kootenai County jail has faced overcrowding for years, and pays about $800,000 a year to house offenders at other jails.

BLACKFOOT, Idaho (AP) — Eight empty rail cars on a northbound Union Pacific Railroad train derailed in Blackfoot in southeast Idaho yesterday morning. Union Pacific spokesman Aaron Hunt says the railroad is investigating what caused the derailment. The derailment blocked traffic in Blackfoot for about four hours. No injuries were reported.

TWIN FALLS, Idaho (AP) — Twin Falls County officials want other counties to start helping in the fight against disease-spreading black flies. County Pest Abatement District Director Kirk Tubbs tells The Times-News that Twin Falls County is the only county in Idaho taking measures to control the biting pests. He says control is best done on a regional level.

KUNA, Idaho (AP) — A Kuna School District trustee who campaigned against a supplemental levy has survived a recall effort. Michael Law voted against putting the levy to voters after it was rejected once. The recall effort began after the two-year, $3.19 million-a-year levy was narrowly approved in May. Law has said the district isn't spending its money as efficiently as possible.
