KABUL, Afghanistan (AP) — Secretary of State John Kerry is trying to get Afghanistan's two presidential candidates to end their bitter dispute over the June elections, so a new government can be formed within the next few weeks. He flew today to Afghanistan, where the results of the election are being audited as part of a process that Kerry arranged last month.

BAGHDAD (AP) — Sunni militants from the Islamic State group are now in control of Iraq's largest dam. Nearby residents say they stormed the dam today and forced Kurdish forces to withdraw from the area. That leaves the Islamic State group with enormous water and power resources, and access to the river that runs through the heart of Baghdad.

MOSCOW (AP) — Edward Snowden apparently won't have to leave Russia anytime soon. His lawyer says the former NSA systems analyst has been granted permission to stay in Russia for three more years. Snowden is wanted by the U.S. for leaking details about surveillance programs.

HONOLULU (AP) — A Hawaii inter-island commuter airline has canceled flights ahead of hurricanes bearing down on the state. Hurricane Iselle (ee-SEHL') is expected to reach Hawaii tonight. Tracking close behind it is Hurricane Julio, which strengthened early today into a Category 2 storm.

WASHINGTON (AP) — The Department of Education is trying to make it easier for students with troubled credit histories to get college loans. New rules would ease restrictions on college students seeking loans from the government's direct loan program. The change would let people get loans more easily even if they have about $2,000 in bad debt, and it would shorten the length of time their history of bad debt is examined.
