MONROVIA, Liberia (AP) — Liberia's president has declared a national state of emergency and the country's military forces are now enforcing quarantines of communities infected by Ebola. President Ellen Johnson Sirleaf has said that some civil liberties may be suspended as authorities try to stamp out the disease blamed for more than 900 deaths in four West African countries this year. Similar efforts are underway in eastern areas of neighboring Sierra Leone after officials there launched an effort to keep those sick with Ebola in isolation.
MOSCOW (AP) — Edward Snowden's lawyer says the NSA whistleblower has been granted permission to stay in Russia for three more years. Moscow also is retaliating against Western countries that have imposed sanctions on Russia since the crisis in Ukraine. It's banning most food imports from the U.S., the European Union, Australia, Canada and Norway. That includes meat, fish, fruit, vegetables and milk products.
BAGHDAD (AP) — Residents living near Iraq's largest dam say Sunni militants from the Islamic State have overrun the complex. The Mosul Dam lies on the Tigris River, which runs through the capital, Baghdad. The Islamic State has been fighting local Kurdish fighters for control of the dam for nearly a week. Priests in the area say the militants also have seized control of a cluster of predominantly Christian villages, sending civilians and the Kurdish fighters fleeing.
HONOLULU (AP) — Officials in Hawaii say they are ready for Hurricane Iselle (ee-SEHL'). It's expected to hit the Big Island this evening with heavy rains and winds gusting to 85 mph. Forecasters say it's not a major hurricane, "but definitely enough to blow things around." Flooding is also a possibility. Iselle would be the first hurricane to make a direct hit on Hawaii in 22 years.
DREXEL HILL, Pa. (AP) — Police say two small children reportedly taken from a Philadelphia-area home after a woman was slain have been found safe in a convenience store in New York City. Police in Delaware County's Upper Darby Township say they are looking for a 32-year-old man seen taking the 4- to 7-year-old boys from a residence in Drexel Hill. Neighbors say they heard a loud argument and then a shot.
