No new sanctions...Detroit boy in mothers care...Shia LaBeouf arrested

BRUSSELS (AP) — European Union leaders have decided not to immediately impose new sanctions on Russia for its actions over Ukraine. In a statement, however, the European leaders meeting in Brussels said new sanctions have been prepared so they could be imposed "without delay." The EU leaders gave the Russian government and the rebels in eastern Ukraine until Monday to take steps to improve the situation. Those included agreeing on a mechanism to verify the cease-fire and launching "substantial negotiations" on the Ukrainian president's peace plan.

DETROIT (AP) — Police in Detroit say a 12-year-old boy who was found hiding in his basement after being missing for 12 days has been turned over to his mother. Charlie Bothuell was living with his father and stepmother when he disappeared and an intense police search for the boy began. Police found him Wednesday and he was taken to a hospital for evaluation. Authorities also have placed the stepmother's two biological children into the custody of Children's Protective Services.

NEW YORK (AP) — Documents obtained by The Associated Press show that safeguards were not taken to prevent at least nine of the 11 jail suicides that have occurred over the past five years in New York City jails. In one case, an inmate hanged himself from a metal bed that was stood on end, a year after a jailhouse directive to weld all beds to the floor.

ABUJA, Nigeria (AP) — Nigeria's intelligence agency says it had been warning shopping centers for two weeks that Islamic extremists planned an attack. An explosion in the capital Abuja this week killed at least 22 people. Witnesses say a security guard prevented a car bomber from entering a mall. Moments later, the car exploded, shattering windows throughout the four-story complex and setting vehicles on fire.

NEW YORK (AP) — Actor Shia LaBeouf (SHY'-uh luh-BUF') faces charges after being removed from a New York City theater and arrested last night. Police say during Act 1 of the Broadway show "Cabaret" at Studio 54 in Manhattan, LeBeouf began yelling obscenities. The 28-year-old was escorted out of the theater during intermission and was charged with disorderly conduct and criminal trespass.
