WASHINGTON (AP) - Republican Sen. Rob Portman of Ohio says he cannot support a resolution giving President Barack Obama the authority to use U.S. military force against Syria.

Portman announced his opposition in a speech on the Senate floor on Tuesday.

Portman said there was no guarantee that limited air strikes would prevent the future use of chemical weapons, end a civil war now in its third year or bring stability to the Mideast region.

Portman joins Senate Republican leader Mitch McConnell in opposing the use of force amid increasing congressional opposition to the plan.
