WASHINGTON (AP) — The White House is encouraging the House and Senate to pass quickly the bipartisan budget deal that lawmakers reached Monday and send it to President Donald Trump for his signature. The deal sets federal funding levels for the next two years and allows continued borrowing by raising the debt ceiling. The House is expected to vote first, with the Senate voting before recessing next week.

SAN JUAN, Puerto Rico (AP) — Waving flags, chanting and banging pots and pans, tens of thousands of Puerto Ricans filled a central expressway Monday to demand the resignation of their governor in what appeared to be the largest protest on the island in nearly two decades. The demonstration came 10 days after the leak of 889 pages of obscenity-laced leaked online chats between Gov. Ricardo Rosselló and a group of close advisers, who insult women and mock constituents including the victims of Hurricane Maria.

CARACAS, Venezuela (AP) — Venezuela's socialist government is blaming a nationwide blackout on an "electromagnetic attack" against the nation's hydroelectric system. Communications Minister Jorge Rodriguez read a statement broadcast on social media Monday in which he said authorities were working to restore service as quickly as possible. Authorities attributed an almost week-long outage across Venezuela in March to a U.S.-sponsored electromagnetic attack on the Guri dam, source of around 80% of the nation's power.

WASHINGTON (AP) — Engineer Chris Kraft, who was NASA's first flight director as the space race developed between the U.S. and Soviet Union, has died. He was 95. Kraft never flew in space but as astronaut Neil Armstrong put it, Kraft was the "Control in Mission Control," making flight decisions from NASA's earliest Mercury launches to the Apollo landings on the moon.

NEW YORK (AP) — Democrats on the House Judiciary Committee will hold a mock hearing behind closed doors Tuesday as they prepare for former special counsel Robert Mueller's testimony before the panel Wednesday. That's according to two people who spoke on condition of anonymity because they were unauthorized to publicly discuss the planning. The House Judiciary and Intelligence committees will be questioning Mueller about his investigation into Russian interference in the 2016 U.S. presidential election.
