We like to think most young people are law abiding and rule responsive. They live within limits when they know what those limits are.
That is why it is essential that school districts across Utah make absolutely clear what is and isn't allowed when it comes to cell phones. It is why KSL applauds the State Board of Education's proposed plan to require all districts to adopt policies about the use of cell phones in schools by next April.
Should cell phones be banned altogether? Probably not! Safety is often touted as a valid reason for allowing them, as is the ability for students to communicate with parents or employers at certain times of the day.
But, should they be allowed to be on during class time or other instructional activities? While some students may be able to multi-task, it defies reality that texting messages while listening to a lecture, participating in a discussion, or even studying, doesn't distract significantly from the learning process. And what of the disrupting sound of a ring tone?
In KSL's view, the State Board's proposed directive should be adopted. It is imperative that each school district establish clear cut cell phone policies. We trust most students, once they know the boundaries, will comply.
