Hello, I am a Boy Scout working on the Weather Merit Badge and I have a question for you. How do severe weather and flood warnings reach the homes in our community?

There are a few ways. The National Weather Service issues weather warnings through their radio signal, so if you have a weather radio, you can get it that way. They also send the warnings to TV and radio stations who have to show the warnings either with a graphic on the TV, a warning sound with words describing the warning on the TV, or with a voice on the radio letting the public know about the warning. The NWS web site also has the warnings on it.
