WASHINGTON (AP) — Majority Leader Mitch McConnell says the Senate won't take up President Barack Obama's request for new war powers to fight the Islamic State group. McConnell, on ABC, says such a move would tie the hands of the next president. McConnell's resistance to a fresh authorization for the use of military force puts him at odds with House Speaker Paul Ryan.

CAMARILLO, Calif. (AP) — The Lundberg Report says the average price of gasoline has dropped a penny over the past three weeks, to $2.05 a gallon. Analyst Trilby Lundberg says prices may continue to go down as crude oil costs drop and refineries run at a high rate. The current gas price is 15 cents per gallon under its year-ago point.

OAKLAND, Calif. (AP) — Police are searching for a man who fatally shot a passenger on a packed Bay Area Rapid Transit train in Northern California. The gunman fled when the train stopped at the West Oakland station, causing panic among riders who thought it was a terrorist attack. BART says it was an isolated incident.

LITTLE ROCK, Ark. (AP) — Little Rock police say an off-duty officer who was shot in the shoulder during a robbery attempt at an Arkansas restaurant has been released from a hospital. A second of three suspects in the case is now in custody. A third suspect remains at large.

CINCINNATI (AP) — Having already earned a measure of fame as the Cincinnati Zoo's first animal birth of 2016, a newborn penguin chick has been named "Bowie" (BOH'-wee), after the singer David Bowie. The zoo says the baby known as a blue or fairy penguin hatched at 6 a.m. Friday — Davie Bowie's 69th birthday — weighing less than two ounces.
