BEIJING (AP) — Chinese stocks remain volatile Friday and other Asian markets have rebounded after this week's plunge in Chinese prices rattled global markets. There have been ups and downs, but the Shanghai Composite Index had gained ground by late morning. Trading in Chinese stocks was suspended Thursday after a key index plunged 7 percent. In New York, the Dow lost 392 points on Thursday.

SACRAMENTO, Calif. (AP) — Two people with ties to the Islamic State have been arrested on terrorism-related charges in California and Texas. Court documents show one of them is a refugee from Syria who is charged with lying to federal investigators about his travels to the civil war in that country. There was a second arrest in Texas.

LANSING, Mich. (AP) — Michigan Gov. Rick Snyder and Flint Mayor Karen Weaver say they'll establish a group of officials to deal with the city's water crisis. An emergency manager appointed by Snyder switched the water supply to the Flint River in 2014 to save money. That resulted in elevated blood lead levels. A professor has posted an email that shows an aide to Snyder warned in July that Flint residents were "basically getting blown off."

CHICAGO (AP) — The mother of black woman arrested after a traffic stop who died in a Texas jail days later says she's angry that the trooper involved has been charged with only a misdemeanor. Trooper Brian Encinia, who was fired this week, surrendered on a perjury charge Thursday. An indictment alleges that Encinia lied when he claimed in an affidavit that Sandra Bland was "combative and uncooperative."

DES MOINES, Iowa (AP) — There's never been a lottery jackpot like this one, anywhere in the United States. The prize for this weekend's Powerball drawing has grown to about $700 million. And lottery officials say it could grow even larger by the weekend. The jackpot has been growing after no one matched all of the numbers in Wednesday night's $500 million drawing.
