SAN JUAN, Puerto Rico (AP) — Tropical Storm Erika is lashing Puerto Rico with heavy rains and wind. On Thursday, the storm killed four people, causing devastating floods in the eastern Caribbean island of Dominica (doh-MIN'-ih-kuh), where some 20 people remain missing.

CHELAN, Wash. (AP) — Firefighters have been holding their own against the largest wildfire on record in Washington state. On Thursday, firefighters battling the 450-square-mile blaze near Okanogan (oh-kah-NAH'-guhn) got help from the weather. Winds actually pushed portions of the giant fire back on itself. The state Department of Natural Resources says more than 1,150 square miles of Washington state have burned, nearly the size of Rhode Island.

WASHINGTON (AP) — President Barack Obama is asking Congress to pass a budget for the next fiscal year before Sept. 30, and "without too much drama." Obama is warning lawmakers not to keep the economy hostage over what he describes as ideological demands.

BISMARCK, N.D. (AP) — Just hours before it was set to go into effect, a federal judge in North Dakota has blocked a new Obama administration rule that would have given the federal government jurisdiction over some smaller waterways. North Dakota and 12 other states had asked for a temporary injunction that would stop the EPA and Army Corps of Engineers from regulating some small streams, tributaries and wetlands under the Clean Water Act.

SAVANNAH, Ga. (AP) — A campus lockdown has been lifted at Savannah State University after one person was wounded in a shooting near the student union. A university spokeswoman says one person was taken to a hospital with injuries after Thursday night's shooting. It's not clear whether a suspect is in custody.
