ST. PAUL, Minn. (AP) — The FBI in Minneapolis is planning a news conference Monday to announce details of arrests that have been made in connection with their terrorism investigation into young people who've traveled or tried to travel to Syria. A spokesman for the U.S. Attorney's Office says the arrests were made Sunday in Minneapolis and San Diego and there's no threat to public safety.

SANAA, Yemen (AP) —The United Nations says Saudi Arabia has agreed to fund completely a $273.7 million appeal for emergency aid to avoid a humanitarian catastrophe inside Yemen and is calling for pauses in the fighting so aid can be delivered. But a rebel leader in Yemen is rejecting U.N. efforts to halt the violence. And he's vowing not to surrender amid Saudi-led airstrikes.

ROME (AP) — The search continues for survivors after a smuggler's ship packed with what's thought to be hundreds of migrants heading to Europe capsized in the Mediterranean on Sunday. Rescuers have found only 28 survivors. The boat overturned off Libya's coast as rescuers approached it. The European Union is being pressed to do something about the growing number of accidents.

BEIJING (AP) — The top anti-graft body of China's Communist Party says more than 100,000 officials have been reprimanded in the last two years for violating policies mandating more austere working practices. The party introduced the rules in December 2012 requiring officials to minimize meetings, cut government spending and follow strict housing and vehicle limits.

BALTIMORE (AP) — The mayor of Baltimore and its police commissioner are promising a thorough investigation into the death Sunday of Freddie Gray who was injured a week ago while in police custody. Mayor Stephanie Rawlings-Blake says she has the same questions as reporters, including: how was Gray hurt? Did authorities follow proper procedures? And, what are the next steps?
