PARIS (AP) — Some 3 million copies of the latest issue of the French satirical newspaper Charlie Hebdo are to appear on newsstands Wednesday. It's the first issue of the paper since last week's terror attack killed several members of its staff in Paris. Surviving staff have been working out of borrowed offices. Wednesday's edition has a caricature of the Prophet Muhammad on the cover, which drew immediate criticism and threats of more violence.

NEW YORK (AP) — New York City jail guards are reporting more use of force against inmates than ever before. Figures obtained by The Associated Press show that in 2014 there were an average of 11 incidents a day, ranging from pepper sprayings to punches. And public records show there were 406 incidents alone in September, the month after a scathing federal report that said Rikers Island guards too often resorted to force against teenage inmates.

MEXICO CITY (AP) — Mexican officials have filed an arrest warrant for the former mayor of the city of Iguala for the kidnapping of 43 college students. Forty-four other people are named in the warrant. Ex-Mayor Jose Luis Abarca and his wife have been in custody since they were detained in November. She's charged with organized crime and money laundering. Prosecutors allege that police handed the 43 students over to a drug gang, which killed them and burned the bodies.

WASHINGTON (AP) — The Obama administration is putting the energy industry on notice. It intends to cut methane emissions by nearly half through regulations affecting oil and gas production. The administration is expect to unveil this week a broad, preliminary plan to cut emissions up to 45 percent by 2025 compared with 2012 levels. Reductions would come from a mix of voluntary steps by industry and through government regulations.

DENVER (AP) — Ticketmaster is offering refunds for two Bill Cosby shows in Denver, but organizers say the performances will go on. KUSA-TV is reporting that more than 3,000 tickets have been sold. The shows are scheduled for Saturday and protests also are expected. Cosby is facing sexual assault allegations from more than 15 women, with some claims dating back decades. He has denied the allegations through his lawyer and has never been charged.
