PHILADELPHIA (AP) — Authorities say four children are dead and an unknown number of people injured in a fast-moving rowhouse fire in southwest Philadelphia early this morning. Fire department officials say the blaze destroyed eight rowhomes and engulfed a total of 10 houses, displacing more than 40 people. The cause of the fire is under investigation.

MANTEO, N.C. (AP) — Come back to the beach. That's the message from North Carolina after the state dodged any serious damage from Hurricane Arthur, which is now downgraded to a tropical storm near Canada. Arthur clipped the Outer Banks yesterday but the governor says the beach is open for business. Crews are working on Route 12, the one road into Hatteras, but hope to have it open today.

DONETSK, Ukraine (AP) — Ukrainian government troops can chalk up one victory over pro-Russia separatists. The president and a rebel spokesman say troops have retaken Slovyansk, a city of about 100,000 that has been a center of the fighting between Kiev's troops and the pro-Russian insurgents. The rebel spokesman says militants are retreating and the city is "in ruins."

KABUL, Afghanistan (AP) — Hundreds of fuel tanker trucks in a parking lot on the outskirts of the Afghan capital, Kabul, have been destroyed by fires set by attackers. One driver says it was difficult to tell whether the attackers were Taliban or other people. He says they fired on anyone who tried to get to their truck. The Taliban is claiming responsibility.

JAKARTA, Indonesia (AP) — A strong earthquake has hit off the coast of western Indonesia, but there are no immediate reports of injuries or damage. The U.S. Geological Survey says the magnitude-6.0 quake hit at a depth of 19 miles. It was centered 55 miles southeast of Sinabang, a town on an island which lies off the west coast of Sumatra island. Indonesia, the world's largest archipelago, is prone to earthquakes.
