WASHINGTON (AP) — The Obama administration says new detention facilities will be opened to house immigrant families caught crossing the border illegally amid a surge from Central America. Homeland Security says the first will be a 700-bed family detention facility at the Federal Law Enforcement Training Center in Artesia, New Mexico. Officials had no specific date for the opening, saying it would be soon.

WASHINGTON (AP) — The head of the Internal Revenue Service came in for a grilling by Republicans on the House Ways and Means Committee. They expressed outrage over lost emails that could concern the tax agency's targeting of tea party and other groups. But a defiant Commission John Koskinen refused to offer an apology, saying none was owed.

DETROIT (AP) — The Presbyterian Church (U.S.A.) has become the most prominent religious group in the United States to endorse divestment as a protest against Israeli policies toward Palestinians. It's narrowly voted to sell church stock in three companies whose products Israel uses in the occupied territories: Caterpillar, Hewlett-Packard and Motorola Solutions.

SAN MATEO, Calif. (AP) — A California congresswoman has unveiled legislation that would regulate electronic cigarettes in the same way as typical tobacco products. U.S. Rep. Jackie Speier accuses the e-cigarette industry of targeting children and teenagers with its marketing. She announced the proposal outside the San Francisco General Hospital emergency room.

FAIRFIELD, Calif. (AP) — Fire crews are trying to contain a five-alarm brush fire that has destroyed at least two homes in the Northern California town of Fairfield. The blaze that broke out this afternoon has prompted evacuations as it sends huge plumes of black smoke billowing into the air.
