A witness says militants have raised their black banners at the facility, but a top security official says a government force is still inside protecting the complex.

The fear is a resurgent Afghan Taliban could make big gains once the troops are gone in 2016. Senior Obama administration officials insist the situation in Afghanistan is different and there won't be chaos in the absence of coalition forces.
VIENNA (AP) — A third day of talks is planned today between Iran and six world powers but diplomats say two days of discussions, so far, have failed to narrow differences ahead of a July 20 target for a nuclear deal. The lack of progress could mean an early wrap-up of the latest round of talks. The dispute centers on uranium enrichment, which can produce nuclear fuel and weapons material.
WESSINGTON SPRINGS, S.D. (AP) — The small central South Dakota town of Wessington Springs faces the start of a recovery effort today after a tornado last night destroyed businesses, damaged homes and injured one person. A spokesman says tornado alarms allowed people to get to the town shelter and everyone is accounted for.
BEIJING (AP) — China says a court has imposed a death sentence on a man who killed two government workers and injured four other people in an argument related to the one-child policy. The Xinhua (shin-wah) News Agency says the man was convicted of intentional homicide. A family planning office had refused to register his fourth child because he hadn't paid a fine for breaking family planning rules.
