MOSCOW (AP) — Russia's President Vladimir Putin has approved a draft bill for the annexation of Ukraine's Crimea region. Crimea voted overwhelmingly on Sunday to secede from Ukraine and seek to join Russia. The decree signed by Putin is one of the steps that would formalize the annexation of Crimea.

KABUL, Afghanistan (AP) — At least 13 people are dead after a suicide bomber blew himself up outside a checkpoint at a market in northern Afghanistan. No one has claimed responsibility for today's attack in Faryab province, but it happened in an area where the Taliban and allied militant groups are active. The Taliban have threatened a campaign of violence to disrupt the April 5 presidential vote.

WASHINGTON (AP) — Once again the Supreme Court is faced with what to do with the case of a convicted killer and the Arizona judge who sentenced him to death. The case of Richard Hurles has been on the agenda at each of the 15 private meetings Supreme Court justices have held since late September to consider new cases. Hurles says Arizona Judge Ruth Hilliard refused to let a second lawyer help in his capital defense and he says Hilliard should have never presided over the trial or sentencing. The justices meet Friday.

WASHINGTON (AP) — Later today, President Barack Obama will award the Medal of Honor to 24 Army veterans who served during World War II, Korea and Vietnam. Just three of those being honored at a White House are still alive, and those three are combat veterans of Vietnam. The honors are being awarded after Congress ordered a review to determine whether service members of Jewish or Hispanic heritage or others had been wrongly denied the Medal of Honor because of prejudice.

ATHENS, Greece (AP) — Authorities in Greece say they've recovered the bodies of seven immigrants who drowned overnight when their boat sank in the eastern Aegean Sea. The Merchant Marine Ministry says another eight people were rescued, and authorities are searching for two others believed to have been on the boat that came from nearby Turkey.
