Are people on ATVs just careless or are there too many of them out there? All Summer we do report after report of ATV tip overs or youngsters riding without helmets or ATVs going too fast for the terrain. I don't know how you can possibly monitor and regulate the throngs of people on off terrain vehicles, but I fear it's going to get worse before it gets better.
