DURHAM, N.C. (AP) — A winter storm is slowly spreading across the Southeast, blanketing parts of North Carolina and southeast Virginia with snow early today. The National Weather Service said North Carolina cities including Winston-Salem, Greensboro and Roxboro had received six inches or more of snow. Five states declared emergencies.

UNDATED (AP) — The man police say opened fire with a gun from his checked baggage at the airport in Fort Lauderdale, Florida, had a history of mental health issues, some of which followed his military service in Iraq. That according to relatives who say Esteban Santiago was receiving psychological treatment in Alaska. LONDON (AP) — The British Red Cross says the state of the country's hospital emergency rooms amounts to a "humanitarian crisis." It claims cuts to social-care funding by the Conservative government mean some patients can't be discharged because there is no support available, putting pressure on overcrowded hospitals. Government supporters say the Red Cross is exaggerating the scale of the problem.

LAGOS, Nigeria (AP) — Doctors Without Borders says the threat of starvation among refugees fleeing Boko Haram Islamic extremists has prompted it to step outside its normal parameters because other organizations aren't stepping up. The group says it has given food to 26,000 families taking refuge in northeast Nigeria's biggest city where there's an investigation of corruption in food distribution.

BEIRUT (AP) — Syria's opposition activists and rescue workers say at least 15 people were killed when a car bomb went off in a busy market in a Syrian rebel-held town along the Turkish border.
