ELLICOTT CITY, Md. (AP) — Ellicott City, Maryland, is celebrating Small Business Saturday in a special way: with the official reopening of its historic downtown. Nearly every building along Main Street was damaged on July 30 when more than 6 inches of rain fell in a 2-hour period, causing a flash flood that swept vehicles into the Patapsco River. Two people died. Howard County Executive Allan Kittleman cut a ribbon this morning to celebrate the reopening of about 70 of the 90 businesses on Main Street.
