Meanwhile, Credit rating agency Moody's downgraded the U.K.'s economic outlook from stable to negative and the vote has triggered global economic uncertainty.

CHARLESTON, W.Va. (AP) — Swamped southeast West Virginia is still trying to assess the full impact of a deluge of rain and the flooding that followed. At least 23 people died while search and rescue efforts continue. Teams across the state have already rescued people from second-story windows, the hoods of cars and the tops of trees.

FULSHEAR, Texas (AP) — Houston police continue to investigate after they shot and killed a woman who gunned down her two adult daughters. Fort Bend County Sheriff Troy Nehls says a motive was still under investigation, but it appeared the shooting yesterday climaxed a family argument.

JACKSON, Miss. (AP) — Mississippi authorities say they have captured the second of two murder suspects who had previously escaped from a detention center in Raymond. BEIJING (AP) — China is cracking down on internet search engines. The new regulations issued today cover paid searches and require that they be clearly identified. The catalyst was a complaint from a terminally-ill cancer patient about being misled by the giant search engine Baidu.
