PARIS (AP) — There are signs of normalcy in Paris today as floodwaters slowly recede. The riverside Grand Palais exhibition hall is reopening but the Louvre Museum, some train stations and other sites remain closed today after the worst floods in three decades caused the Seine River to burst its banks. At least 18 people have been killed in flooding in four countries. Authorities in western Germany say they are opting for safety, pulling the plug on one of the country's most popular open-air rock festivals because of a storm warning.
