WASHINGTON (AP) — House Speaker Paul Ryan is telling delegates to this summer's Republican convention, if no candidate has a majority on the first ballot, they should choose a person who actually participated in the primary. Ryan adds: "Count me out." The Wisconsin Republican held a brief news conference at the Republican National Committee headquarters in an effort to tamp down speculation that he could end up as the party's nominee at a contested convention.

MADISON, Wis. (AP) — A federal appellate court has ruled a judge must consider whether Wisconsin's voter photo identification law applies to people who face major obstacles in obtaining identification. The American Civil Liberties Union and the National Law Center for Homelessness and Poverty filed a federal lawsuit in 2011 challenging the law. While the law was ultimately upheld, the groups have continued to argue some people qualified to vote are entitled to relief because they face daunting obstacles to obtaining IDs.

NASHVILLE, Tenn. (AP) — The sponsor of a Tennessee transgender bathroom bill has told a Senate committee that he has to consider a state attorney general's opinion before going forward. State Attorney General Herbert Slatery has said federal education funding could be placed at risk if the measure becomes law. The bill would require students in public grade schools and universities to use bathrooms and locker rooms that match their gender at birth. The White House has called it "mean-spirited."

CAMP PENDLETON, Calif. (AP) — Navy Secretary Ray Mabus (MAY'-buhs) is telling rank-and-file Marines to get used to having all combat positions open to women who qualify. Speaking to 1,500 Marines and sailors at Camp Pendleton, California, Mabus called the decision final and said there's no turning back.

NEW ORLEANS (AP) — New Orleans Police say former Saints defensive end Will Smith had a loaded gun inside his vehicle on the night he was shot as did the man accused of shooting Smith. However, they say there's no evidence either gun was fired. Police say Cardell Hayes shot Smith with another handgun.
