House delays debate on vouchers for all school students

PHOENIX (AP) — The Arizona House has delayed debate on legislation allowing every public school student to use state cash to attend a private school by 2020.

Wednesday's scheduled action on House Bill 2482 was delayed without explanation. Delays on contentious legislation sometimes indicate they may not have the needed votes.

The full Senate approved an identical bill on a nearly party-line vote Monday, meaning the expansion could head to Gov. Doug Ducey quickly if it passes the House.

The bills are the latest effort to expand the Empowerment Scholarship Account program since it was created by the Republican-controlled Legislature in 2011.

All 1.1 million public school students will qualify for vouchers when a three-year phase-in is completed. An existing cap goes away in 2020.
