CAIRO (AP) — Police say an apparent refusal of entry to a nightclub in Cairo, Egypt, prompted a firebombing attack that killed 16 people. Police say they're looking for two young men who firebombed the club following a dispute between the nightclub staff and some other people.
ATHENS, Greece (AP) — Secretary of State john Kerry says the United States is opening its wallet to help refugees facing the approaching European winter. Kerry says the U.S. is giving $24 million in new money to the U.N. refugee agency's provisions of food, water and shelter. It will help governments screen and process refugees as they arrive in Europe. Kerry made the announcement in Greece, which has been overwhelmed by hundreds of thousands of Syrians and other refugees this year.
PARIS (AP) — Foreign Minister Bert Koenders says given requests by the U.S. and France, the Dutch government will examine whether it can do more in the fight against Islamic State group militants. Koenders says Islamic State cannot be fought with bombs alone, "you also have to look at cutting off oil revenues, finances." Meanwhile, Germany's Parliament has approved military assistance in the fight against Islamic State militants, including reconnaissance and support personnel.
VIENNA (AP) — OPEC oil ministers face a quandary as they meet in Vienna. Oil prices are low, supplies are high and ministers may lack options to turn things around. The 12-nation Organization of the Petroleum Exporting Countries has in the past cut output to crimp supply and drive up prices. But cutting production levels might not work with non-OPEC countries like Russia and the United States still going strong.
KABUL, Afghanistan (AP) — Fighting east of Afghanistan's capital, Kabul, has killed eight people and wounded two. An Afghan official says fighting between army troops and Taliban militants took place in front of a mosque in Sayed Abad district. It's not known yet whether the dead are civilians, soldiers or militants.
