Florida Legislature passes bill to outlaw ticket quotas

TALLAHASSEE, Fla. (AP) — The "Waldo Bill" — inspired by a city considered one of the nation's worst speed traps — is about to become law in Florida.

Law enforcement agencies across the state would be banned from setting quotas for writing speeding tickets under a bill passed by the Florida Legislature on Wednesday. The measure goes to Gov. Rick Scott for his signature.

The bill was dubbed the "Waldo bill" for the small, north Florida city of Waldo along heavily traveled U.S. 301. In 2014, Waldo police officers disclosed that they had been under orders to write speeding tickets, whose revenue accounted for nearly half of the city's $1 million annual budget. The police force was disbanded after the scandal broke.
