Vegas man among 4 indicted in health insurance scam

LAS VEGAS (AP) — A Clark County grand jury has indicted four suspects on fraud and racketeering charges in an alleged scheme to bilk health insurance companies out of hundreds of thousands of dollars.

Nevada Attorney General Adam Laxalt says 36-year-old Shy Shalom Zoulay of Las Vegas is among those named in last week's 65-count indictment. The crimes include insurance fraud, theft, racketeering and offering to practice nursing without a license.

They're accused of billing insurers for services never provided. Investigators say they operated personal training businesses — Human Performance Enhancement and My Wellness Expert — that billed companies for $800,000 and took in more than $93,000.

The others indicted are from Oklahoma City, 50-year-old Richard Ruppert, and California — 58-year-old Daniel Massey of Torrance and 41-year-old Charlene Sippio of Elk Grove.
