CARSON CITY, Nev. (AP) — Nevada Gov. Brian Sandoval says his proposal to change the state's business license fee to raise $437 million improves upon previous tax models rejected in 2003 and 2014. Sandoval says the plan borrows elements from the gross receipts tax rejected by the Legislature more than a decade ago and the margins tax rejected by voters in November, but better balances the tax burden among industries.

LAS VEGAS (AP) — A 37-year-old Florida man has been sentenced to 10 years to life in Nevada state prison for raping an Australian tourist last year at a Las Vegas Strip hotel-casino. Donovan Joseph also was ordered by a Clark County Judge to register as a sex offender with lifetime supervision. The defense attorney said he'll appeal Joseph's convictions and sentence.

CARSON CITY, Nev. (AP) — Public employee benefits program officials say the state allocated nearly $100 million in surplus reserve funds in 2014 due to unexpectedly low inflation rates. The department head told Nevada legislators that the program asked for more funds than necessary two years ago because of off-base projections. He says the department plans to dole out the extra funds over the next two years.

LAS VEGAS (AP) — Newly published Nuclear Regulatory Commission staff findings appear to provide wiggle room for adopting rules to open a national nuclear waste dump in the Nevada desert. But Nevada elected officials say the final two volumes of a key NRC report underscore their argument that the Yucca Mountain project is a bad idea that should remain mothballed.
