TOPEKA, Kan. (AP) — Kansas' top prosecutor alleges a New Jersey company sent false invoices for textbooks that were never purchased to more than 300 public schools in the state.
Kansas attorney general Derek Schmidt filed a lawsuit Wednesday against Robert Armstrong, of Gloucester County, New Jersey. It asks the Shawnee County District Court to order him to pay a $634,000 civil penalty for multiple violations of the Kansas False Claims Act.
Armstrong was charged in October with federal mail fraud charges and accused of sending tens of thousands of fraudulent invoices. His attorney said at the time that Armstrong denied any fraudulent intent.
In Kansas, the invoices were received from September to December. The release says Schmidt's office received multiple complaints and that none of the schools had ordered textbooks from the company.
