PROVIDENCE, R.I. (AP) — Flood watches are in effect in southern of New England because of the threat of significant flooding on Tuesday in urban areas with poor drainage. A slow-moving nor'easter is expected to bring 2 or more inches of rain to parts of Connecticut, Massachusetts and Rhode Island. Further inland, wet heavy snow is expected that could cause outages by bringing down tree limbs on power lines.

WASHINGTON (AP) — President Barack Obama says many Americans are "troubled" by the video showing New York police wrestling Eric Garner to the ground. Garner died of a police chokehold and a grand jury declined to issue an indictment. But in an interview with BET, Obama wouldn't discuss his personal reaction to the video. The White House says he has seen it.

WASHINGTON (AP) — The Obama administration says security steps have been taken to protect U.S. facilities around the world when a report is released Tuesday on the CIA's use of torture. The summary, from the Senate Intelligence Committee, covers the use of torture on al-Qaida detainees held in secret facilities in Europe and Asia in the years after 9/11.

GAITHERSBURG, Md. (AP) — Federal authorities near the nation's capital are investigating the crash of a small, private jet in Gaithersburg, Maryland, that slammed into a house, killing a woman and her two young sons. Their remains were found in a bathroom, where the mother had attempted to shield the boys from the fire that erupted. Three people in the jet were also killed.

SEOUL, South Korea (AP) — Korean Air Lines is apologizing for inconveniencing passengers in New York after the daughter of its chairman ordered a crew member off a flight. The crew member made the mistake of serving bagged nuts in the first class cabin. Cabin crew are required to ask first class passengers whether they want nuts, partly to avoid serving them to people with allergies. The nuts also should have been served on a plate.
