BOISE, Idaho (AP) — U.S. Supreme Court Justice Antonin Scalia praised Idaho's completion of a nearly 30-year process negotiating water rights as a successful exercise in state rights and local control. Scalia was the keynote speaker at yesterday's event in Boise marking the end of the largest ever adjudication review that covers nearly 85 percent of the state. Since 1987, water law attorneys have completed more than 150,000 water rights claims.

ONTARIO, Ore. (AP) — Oregon state troopers say man driving a stolen car attacked an Idaho truck driver yesterday, stabbing the driver multiple times. Sixty-three-year-old Charles VanZante of Jerome was flown to a Boise hospital where he was being treated for injuries that were not considered life-threatening. Troopers arrested a man for investigation of attempted murder and assault. They say they haven't yet positively identified him.

TWIN FALLS, Idaho (AP) — The Idaho Department of Environmental Quality says 16 percent of water samples taken from 4,200 wells across have more nitrate than allowed by federal health standards. DEQ officials tell The Times-News that private septic systems as well as lawn and garden fertilizers contribute much more nitrates in ground water than cow manure.

BOISE, Idaho (AP) — Boise Mayor Dave Bieter has appointed 22 high school students to serve on various city boards, commissions and committees over the course of the school year. Some of the students will serve on the airport, arts and history, parks and recreation and planning and zoning commissions, or on design review and historic preservation committees.
