BOSTON (AP) — The three people killed and more than 260 injured a year ago today at the Boston Marathon are being remembered. Relatives, first responders and dignitaries including Vice President Joe Biden have marked the anniversary with sorrow for the victims and praise for those who have demonstrated resolve. Biden praised the 36,000 runners who plan to run the marathon next week, saying they will send a message to terrorists.

WASHINGTON (AP) — The State Department says the U.S. is considering a new round of sanctions against Russia over its actions in Ukraine. Spokeswoman Jen Psaki (SAH'-kee) says U.S. officials are actively discussing imposing new sanctions against individuals tied to the Russian government or linked to events in Ukraine. The sanctions come as the West charges Moscow with fomenting unrest in eastern Ukraine.

UNITED NATIONS (AP) — France's ambassador says there have been moments of silence at the U.N. Security Council today. It happened spontaneously when ambassadors viewed a series of ghastly photographs of dead Syrian civil war victims. Syria's Justice Ministry dismissed the photos and accompanying report as "lacking objectiveness." The Syrian civil war has claimed more than 150,000 lives.

ST. LOUIS (AP) — A St. Louis-area man is accused of sexually torturing five women in his apartment over several years. Adam Michael Capriglione faces 19 felony charges that include forcible rape, forcible sodomy, felonious restraint and domestic assault. He's jailed on $500,000 bond.

BOSTON (AP) — A federal judge in Boston has blocked Massachusetts from banning the powerful new painkiller Zohydro. The maker of the drug, Zogenix, convinced a judge that Massachusetts appears to have overstepped its authority in banning the prescription medication. The medication is federal approved.
