LONDON (AP) - British police say a man has been arrested and charged with a terror offense in southwest England.

Police said that Lyes Outiren, 43, was arrested by counterterrorism officers on Wednesday and charged with "possession of material for a terrorist purpose."

The Devon and Cornwall police force did not provide further details on the suspect's actions or why he was charged.

But police Supt. John Green stressed there had been no threat to public safety and that the arrest of Outiren was "pre-planned."

The force said Outiren is in custody and will appear on Thursday at London's Westminster Magistrates' Court.
