Doug believes that the only way to clean up the park is to move the homeless shelters that surround it. He knows this is harsh and may seem heartless, but it is the only way that Pioneer Park can become the fun urban area the city wants. As it is now, the park is unusable. It's main purpose seems to be drug trafficking. But the homeless shelters do need a new location. Where? Leave your suggestions.
