TOOELE — An Ogden man is accused of vandalizing a giant flag that had been hanging in front of Tooele City Hall since June.

Lloyd G. Thomas, 36, was charged Monday in 3rd District Court with criminal mischief, a second-degree felony.

On Wednesday, a Tooele police officer was on patrol when a woman pulled up next to him and said a man "just ripped up the large flag banner hanging on city hall," according to a police booking affidavit.

When the officer found Thomas, he "was screaming about patent violation and said he had ripped up the flag on city hall because it was half his patent," the affidavit states.

Tooele Mayor Debbie Winn told the officer that the banner cost about $8,000, according to the affidavit. Investigators said they do not believe Thomas has any association or "patent" on the banner.
