RIVERTON — A voyeurism investigation at a fitness center has now resulted in the arrests of two people.

On Feb. 4, a 17-year-old girl was using the tanning bed at VASA Fitness, 1777 W. 12600 South in Riverton. "Shortly after undressing, she observed a black phone … was pushed partway into her stall, between the floor and the wall. The camera of the phone was facing up toward her," a police booking affidavit states.

The teen screamed and the phone disappeared. A short time later, however, the phone reappeared and the girl yelled again, the affidavit states.

Police reviewed security video from the business and identified Justan Grover, 36, as the man who entered the tanning room shortly after the girl, according to the affidavit. He was arrested Sunday for investigation of sexual exploitation of a minor and voyeurism.

On Feb. 20, police obtained a search warrant for Grover's phone. While looking for evidence of voyeurism at the tanning bed, numerous messages were discovered between Grover and a woman that raised the concern of investigators.

"Within those messages, it became clear that there was an exchange of services for nude photographs of (the woman's) daughters," the affidavit alleges.

Grover paid for massages for the woman's daughters in exchange for nude pictures of them, according to the affidavit. At one point, Grover accused the woman of not holding up her end of the deal.

"What are you talking about!?" the woman replied, according to the arrest report. "I held up to my side of the deal all you care about is seeing my kids naked."

Detectives seized several more cellphones and tablets to be searched.

"This investigation is ongoing. There is a high likelihood more charges will be applicable," police wrote in the affidavit.

Monday afternoon, police served a warrant on the 40-year-old mother's home in Pleasant Grove. At the conclusion, she was arrested for investigation of two counts of aggravated sexual exploitation of a minor. KSL.com is not naming the mother at this time to protect the identity of her children.
